Recently, the National Holiday Office's survey to solicit opinions on statutory holiday arrangements has officially ended. Entrusted by the Holiday Office, the analysis and collation of the survey data by the Tourism Research Center of the Chinese Academy of Social Sciences has begun. Liu Simin, a special researcher of the center, said that it is possible to solve the problem of not taking long holidays reflected by the public, but it is unlikely to adjust the golden week.

□ Expert Forecast

Take a long vacation or return to normal.

Dai Xuefeng, deputy director of the Tourism Research Center of the Chinese Academy of Social Sciences, said that the analysis of the survey data has begun, and the complete analysis results will be reported to the national holiday office.

Liu Simin, a special researcher at the Tourism Research Center of the Chinese Academy of Social Sciences, said that it is possible to make complaints about the holiday. Liu Simin said that among the 11 national holidays in China, New Year's Day, Qingming Festival, May Day, Dragon Boat Festival and Mid-Autumn Festival are all one-day holidays, and only three-day short holidays are formed by borrowing weekends. In terms of stimulating consumption, there is little difference between three-day holidays and two-day weekends. In terms of tourists' travel willingness and travel schedule, only seven-day long holidays can bring about qualitative changes different from weekends. Therefore, on the premise of ensuring that the total number of holidays throughout the year remains unchanged, it is possible to change the small long holidays to normal holidays, which is possible in terms of public opinion or economic demand.

It is difficult to resume May Day holiday only by network survey

The resumption of the May Day Golden Week is the most vocal suggestion among netizens in this survey. Liu Simin believes that it is not realistic to resume the May Day Golden Week only through online surveys. Liu Simin said that this online survey and analysis is not a legal procedure for holiday reform. In the past, to adjust the Golden Week, the state had to make a very rigorous survey to make a decision. The survey methods should be rich, the sample size should be large enough, and the sample survey population must be reasonable. Wait.

Dr. Huang Huang of the China Tourism Research Institute said that at present, Golden week has become a necessary guarantee for the rigid travel demand of the people, and it is also a sharp weapon for the country to stimulate domestic demand and promote consumption. The masses also use longer holidays to promote the demand for upgrading their leisure methods. On the whole, it is unlikely that the existing Golden Week will be canceled because of no holidays.

Holiday arrangements for next year may be delayed

It is understood that at the end of December in previous years, the holiday arrangements for the following year will be announced. Liu Simin believes that this time this year may be delayed. Many problems have been exposed during the Golden Week of November this year. The questionnaire of the National Holiday Office is more of a response to public opinion. The analysis of the survey results is not difficult. The key lies in whether the National Holiday Office and the State Council will use this as a reference to fine-tune the holiday arrangements.

Liu Simin explained that there is a precedent for not announcing the holiday arrangements at the end of the year. It was not decided at the end of the year when it was decided to increase the May Day and National Day Golden week in 1999, so judging from the situation this year, the country may not make a decision too hastily, even if it is only fine-tuning, it may wait until the two sessions next year after multi-party discussion before making a decision.

Europe and the United States do not rely on vacation "fight"

>> Netherlands-Employers are required to pay holiday allowance for employee leave

Dutch law clearly provides for leave for different types of work, and leave becomes a right granted by law to the Dutch. For example, media workers in the Netherlands have 25 working days of paid leave per year. The so-called "paid" refers not only to the employee's remuneration for work, but also to the additional vacation allowance paid by the employer to the employee. For example, the holiday allowance for media practitioners is 8% of the annual salary, which is equivalent to one month's salary. Considering that the vacation time is too long, some people hope to exchange less vacation for more salary. However, the Dutch tax law stipulates that if you give up your vacation and work overtime, the annual income of employees will increase, but at the same time they will pay more income tax, which is not worth the loss. In addition, the Dutch labor law stipulates that the maximum number of holidays can be 70 hours, that is, no more than 10 days, during which the salary is doubled. Moreover, employers require employees to work overtime and need to repeatedly discuss with the labor bureau, the tax bureau and other regulatory authorities. Therefore, in the Netherlands, very few people work overtime on holidays.

>> Germany · No financial compensation for giving up paid leave

The biggest characteristic of German vacation is flexibility. Germany's Federal Leave Act provides for at least 24 working days of paid leave per person per year. In addition to statutory holidays such as New Year, Labor Day, Unification Day, Christmas, Easter, etc., there are more than 150 days of holidays each year. The German government encourages people to take paid leave and does not compensate employees who voluntarily give up paid leave. German law stipulates that people can arrange vacation dates according to their actual situation. Employees may negotiate paid leave time with their employers in advance. In addition to October 3, German Unity Day is a national legal holiday in Germany, other festivals are decided by the states themselves. Employers will arrange decentralized leave for employees according to work needs, which not only ensures the smooth progress of work, but also implements paid leave. Free travel time helps reduce overcrowding of attractions and roads. Germany has many kinds of holidays for a long time, but there are few road congestion and full scenic spots.
