Chen Guoqing made a special report on relevant policy recommendations. In order to implement the Guofa [2013] No. 41 and [2014] No. 23 documents, and truly achieve practical results in resolving overcapacity, combined with the current situation of the cement and flat glass industries, the Federation puts forward the following suggestions.

1. innovative cement, flat glass project construction approval mechanism. It is suggested that the Ministry of industry and information technology and other government departments should implement all-round mechanism innovation for new projects. To realize the approval standards, there should be a number of conditions and restrictions, the approval information should be transparent, there should be a check and balance supervision mechanism composed of various aspects, the identification of entry threshold, and the establishment of a project approval mechanism for evaluation and publicity. Although the power of project examination and approval in cement and other industries has been clearly approved by the provincial government, this does not mean that it is only the decentralization of examination and approval power, but should be used as a reform and innovation of the mechanism and an adjustment of the original examination and approval mechanism. therefore, it is not possible for all localities to continue to examine and approve at will without restrictions and checks and balances of the mechanism.

2. control the entrance and resolutely curb new production capacity. At present, the most important work is to control the entrance, the new capacity can not be curbed, to resolve the capacity can not be effective. To prevent one side of the containment is still new or containment slightly effective, offset by continued additions, resulting in a vicious cycle of containment-improvement-and then new.

3. speed up the clean-up and disposal of illegal projects under construction. Guofa [2013] No. 41 has been issued and implemented for more than half a year. As the clean-up and disposal situation has not yet been completed, many enterprises are still in a wait-and-see period, and some have doubts about the implementation strength and effect of Guofa [2013] No. 41, and some enterprises are ready to build new lines.

4. promote the revision of relevant supporting policies. The abolition of composite 32.5 strength grade cement needs to adjust the current value-added tax policy for comprehensive utilization of resources. To abolish the composite 32.5 strength grade cement, it is not only necessary to speed up the revision of cement product standards, but also to simultaneously adjust the current policy of levying and refunding value-added tax on comprehensive utilization of resources. It is suggested that the Ministry of Industry and Information Technology of the People's Republic of China should coordinate with the Ministry of Finance and the State Administration of Taxation to cancel the composite 32.5 strength grade cement, and adjust the policy of the Ministry of Finance and the State Administration of Taxation on the collection and refund of value-added tax, that is, the full tax refund should be adjusted to the half tax refund for the proportion of waste slag mixed with 32.5 grade cement of not less than 30%. Full tax refund; the proportion of cement mixed with waste slag of 52.5 grade or above shall not be less than 10%, and the full tax refund shall be enjoyed. 5. support the development of emerging industries and cultivate application markets. The main contradiction in the building materials industry is the serious surplus of traditional industries, the lagging development of emerging industries and the lack of cultivation of emerging markets. After more than a year and gathering the wisdom of the industry, the Building Materials Federation has formed the "Outline for the Development of Emerging Industries in China's Building Materials Industry", hoping to provide R & D funds and related projects in emerging industries, especially in representative inorganic non-metallic new materials and non-mineral deep processing. The Federation is also preparing to produce a special policy report. It is suggested that government departments should introduce policies to cultivate and guide the application market of emerging industries and implement green procurement. For example, increase the application of key products such as Low-E glass and new waterproof materials, which are not only the development direction of the building materials industry, but also conducive to the transformation and upgrading of the national economic structure, and promote structural adjustment, transformation and upgrading.

7. give full play to the role of industry associations in curbing new production capacity and resolving overcapacity. Give full play to the role of the provincial building materials industry association, and for the new cement and flat glass projects approved by the provincial government departments, it is recommended to listen to and attach the opinions (written opinions) of the provincial building materials (cement, glass) industry association on the new projects. Publicize to the public. It is necessary to publicize the guiding opinions of the government to the society and the industry, as well as the views and attitudes held by the industry associations, so that the industry associations can participate in the standardization, management and supervision of the industry. Support two "second generation" R & D innovations. In 2012, the Federation began to organize industry scientific research, design, colleges and some large enterprises to carry out the "second generation of new dry process cement technology and equipment innovation research and development" and "the second generation of China's float glass technology and equipment innovation and research and development" work, which is progressing smoothly. At that time, various technical and economic indicators are superior to the current level of new dry cement and Luoyang float glass, and energy consumption and labor productivity are reduced and increased by more than 20% respectively. Therefore, it is suggested that the government departments should make it clear that no new production line can be built for any reason before the two "second generation" research and development are successful.

The Federation has put forward many good studies and suggestions, which are a great supplement and promotion to the work of the government, give full play to the role of bridge and link between the government and enterprises, and promote the healthy development of the industry. He believes that under the current situation and environment faced by the building materials industry, the Federation will mainly focus on accelerating the research and development of "two second-generation" technology and equipment, actively promoting technological innovation, accelerating the development of emerging industries, and deepening energy conservation and emission reduction. In view of the current overcapacity in the building materials industry, the establishment of a government regulation system, and the strengthening of market access management, Su Bo put forward three suggestions. Under the current conditions of severe overcapacity, the government should focus more on accelerating adjustments, creating a fair and reasonable external environment, and creating a healthy competitive environment.
