Successful experience of domestic cement kiln collaborative disposal of waste

In fact, it is also a good choice to co-dispose of waste incineration through cement kilns. Recently, Professor Wang Lan of the China Building Materials Science Research Institute Said in an interview with reporters, the theory and practice at home and abroad have proved that the use of cement kiln co-disposal of waste is an important technical way to harmless, reduce and resource disposal of hazardous waste and municipal solid waste, and it is also an important measure to dispose of the above-mentioned waste on a large scale at low cost. Successful experience of co-disposal in 1. Jinyu Beijing Cement Plant

After 10 years of exploration and research, Jinyu environmental protection has become the largest professional disposal expert of industrial waste in China.

Since May 1995, the cement rotary kiln has been used to burn waste ink slag, resin slag, paint slag and organic waste liquid. It has become the first enterprise in China to successfully combine waste treatment technology with cement production technology. In 2005, it has built the first environmental protection demonstration line in China that not only produces cement but also disposes waste, and successfully combines waste disposal technology with cement clinker calcination technology; we have independently developed 8 waste pretreatment process lines with independent intellectual property rights, such as slurry preparation system, waste liquid disposal system, sludge pump disposal system, incineration residue disposal system, garbage sieve disposal system, waste acid disposal system, fly ash disposal system and emulsion disposal system. This environmental protection demonstration line with a daily waste treatment capacity of more than 300 tons can dispose of many kinds of industrial waste and hazardous waste, it can dispose of industrial sludge, fuel, paint, industrial waste, toxic and hazardous products, chemical reagents, waste plastics, waste tires, etc., and realize a variety of utilization methods such as raw material substitution and fuel substitution. It can now safely dispose of the ''National Hazardous Wastes'' 34 of the 47 categories listed in the List, with an annual disposal capacity of 100000 tons. The waste paint residue of Beijing Hyundai Motor Company, the industrial waste clay of Yanshan Petrochemical Company, the waste ink of Beijing Mint, and the waste residue of Beijing Natural Gas Company have all become the "regular households" of this production line ".

In October 2009, more than 300,000 tons of chemical contaminated soil excavated from the price-limited house plot of Vanke Red Lion Paint Factory will be turned into cement raw materials on the environmental protection demonstration line of North Sixth Ring Road Jinyu Mangrove Company. Like these more than 300,000 tons of contaminated soil, Beijing still has more than 50000 tons of industrial waste, more than 50000 tons of desulfurized gypsum, more than 100000 tons of fly ash and other manufacturing hazardous wastes such as petroleum, chemical, automobile, medicine, electronics, electroplating, metallurgy and building materials, as well as schools, hospitals, laboratories, etc. every year, and wastes such as drugs and waste drugs are safely disposed of here. Because of the swallowing of these "hazardous wastes", the annual economic benefits of Mangrove's cement production line with an annual output of 2 million tons are comparable to those of the production line with an annual output of 3.5 million tons. As of October 2009, more than 1200 of the city's more than 6000 enterprises that produce industrial waste have become customers of Jinyu Beishui. Jinyu mangrove is also ready to "march" the disposal of domestic waste.

In 2009, Jinyu Beishui completed the sludge disposal project of sewage treatment plant, which is the first project in China and even in the world to comprehensively combine the sludge disposal of sewage treatment plant with the new dry production process of cement. The project construction lasted one year, with a total investment of 0.17 billion yuan. After the second phase of the project is completed and put into operation, it can dispose of 700 tons of domestic sludge per day, About 220000 tons of sewage treatment plant sludge in Beijing every year. The complete solution for large-scale disposal of sewage sludge from a new dry-process cement kiln is jointly developed with Italy's VOMM Equipment and Process Company, with independent intellectual property rights. In 2009, this plan was industrialized in the cement plant affiliated to Beijing Jinyu Group. The project scale is to dispose of 500 tons of sewage sludge with 80% water content per day. In terms of sludge production in 2008, it accounts for about 1/4 of the total domestic sludge production in Beijing.

2. Huaxin Cement Co-disposal Successful Experience

In 2007, 2008 and 2009, Huaxin Cement Co., Ltd. carried out cement kiln collaborative treatment on more than 1650 tons of waste and highly toxic pesticides collected in Hubei Province, including methamidophos, parathion, methyl parathion, monocrotophos and phosphamine. In early 2008, Huaxin invested 5 million yuan to establish a world-class AFR laboratory. At the end of 2008, Hubei Environmental Protection Bureau approved Huaxin Environmental Protection (Wuxue) Company to carry out harmless treatment of 13 types of hazardous wastes such as HW02 medical waste, HW03 waste drugs, HW04 pesticide waste, HW06 organic solvent waste, HW09 oil/water, etc. At present, it has a disposal system for liquid waste, solid waste and slurry slag waste with independent intellectual property rights, which can dispose of 15 types of hazardous waste in the National Hazardous waste list. It has been designated by the Ministry of Environmental Protection as one of the demonstration enterprises of the Sino-Norwegian cement kiln co-disposal hazardous waste project and the Sino-German government waste pesticide management project.

1. In July 2010, Huaxin Cement Zigui Cement Company completed the project of using cement kilns to co-dispose floating materials in the Three Gorges Reservoir Area. The designed daily processing capacity is 1000 m3, and the annual processing capacity is 300000 m3. So far, 100000 m3 of floating materials have been processed. It provides a safe and environmentally friendly terminal disposal method for floating objects in the Three Gorges reservoir area. The project adopts the first international environmental protection technology for the collaborative disposal of large-scale water surface floaters in cement kilns, which ensures the principle of environmental safety first and does not produce secondary pollution.

2. Huaxin Wuxue Cement Plant once disposed of 400000 tons of deep POPs contaminated soil in Heyang Heshan plot in Wuhan. According to the site investigation of the project by China University of Geosciences and Beijing Construction Engineering Environmental Remediation Co., Ltd., this plot was originally a pesticide factory. The main pollutants in the soil are HCH (HCHs) and DDT (DDTs), with the highest pollution concentrations reaching 33548.137 mg/kg and 4661.463 mg/kg respectively. In addition, organophosphorus pesticides and pyrethroid pesticides are polluted. The average pollution depth is about 1.8 meters, and the local maximum depth is 9 meters. In April 2012, Huaxin used cement kiln co-processing technology to build the first contaminated soil disposal project in Wuxue. As of June 2013, the total disposal of contaminated soil has reached about 300000 tons. In April 2013, the project "Engineering Technology and Application of Cement Kiln Harmless and Resource Collaborative Disposal of Contaminated Soil" passed the technical appraisal organized by Hubei Provincial Science and Technology Department. The "thermal mass equalization system technology" in the project was recognized by experts as the first international case. The main innovation point of Huaxin's "Engineering Technology and Application of Cement Kiln Harmless and Resource-based Collaborative Disposal of Contaminated Soil" is the first time to put forward the "Heat and Mass Equilibrium System Technology" and the technical scheme of high-temperature input disposal of organic contaminated soil, and independently developed the high-efficiency pre-decomposition kiln device and contaminated soil pre-processor.

3. In March 2013, Huaxin Cement Kiln Cooperative Disposal Project of Huangshi Municipal Sludge was officially put into operation. The project is located in Huangshi Huahu Sewage Treatment Plant and covers an area of 5.2 mu. It officially broke ground on October 3, 2011. The project is divided into two phases of construction, with a total investment of more than 2000 million yuan. Now it has reached a sludge disposal scale of 36500 tons/year, which can completely and harmlessly solve all municipal sludge in Huangshi city. Huangshi municipal sludge project uses the co-processing technology of Huaxin cement kiln, adopts the treatment process of deep dehydration, waste heat drying and kiln incineration, and carries out "stabilization, harmless and resource" disposal of municipal sludge. This project is the first municipal sludge disposal project in Huangshi, and it is also a new environmental protection business that Huaxin uses the unique production process of new dry cement production to get involved in municipal sludge disposal. The project has received technical support from Huaxin's strategic partner, Swiss Haorui Group, and has been fully affirmed by the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, the Ministry of Environmental Protection and other relevant ministries. 4. In January 2010, Hubei Huaxin Company invested 65 million yuan to build a 500t daily domestic waste production line in Wuxue Factory, which was completed and put into operation in April 2013. It can process 100000 tons of municipal waste every year and save more than 20000 tons of standard coal. It is currently the largest cement kiln collaborative municipal waste treatment project in the country.

3. Conch Group's Successful Experience in Collaborative Disposal

In 2008, Conch Group and Tongling Municipal Government cooperated to use Kawasaki Heavy Industry's international leading energy-saving and environmental protection technology, relying on Conch Group's advantages in cement production technology, and independently developed the use of cement industry new dry kiln to treat municipal solid waste technology (referred to as CKK system), In Tongling Conch built the world's first demonstration project of using the cement industry new dry kiln and gasifier to dispose of municipal solid waste. The project uses two 5000t/d clinker production lines of Tongling Conch Company, with a daily garbage treatment capacity of 600 tons (2 × 300t/d series) and an annual total of 200000 tons. The project started construction in October 2008, and the first 300t/d waste disposal system was officially completed and put into operation on April 10, 2010. The total investment of the project is about 0.16 billion yuan, the operation cost per ton of garbage treatment is about 70 yuan, the total cost per ton of garbage treatment is about 200 yuan, the annual treatment of municipal solid waste is about 200000 tons, the standard coal saving can reach 13000 tons, and the carbon dioxide emission reduction is about 30000 tons. All systems of the project are operating normally. By the end of November 2010, the garbage disposal capacity has reached 55000 tons. After testing, all environmental protection indexes are fully qualified. The leaching content of heavy metals in materials and cement products is controlled within the relevant national standards. Among them, the highest dioxin emission is only 0.0376ngTEQ/m3, which is better than the national emission control standard of 0.lngTEQ/m3 cement kiln.

4. the successful experience of co-disposal of Lafarge Ryan Group

Chongqing Lafarge Ruian Cement Company Nanshan Factory and Chongqing Changshou Runjiang Environmental Protection Building Materials Company started scientific research and experimental work of using cement kilns to co-dispose sludge from domestic sewage plants in 2006 and 2007 respectively, and built two sets of sludge disposal systems with annual treatment capacity of 30000 tons and 50000 tons in July 2008 and October 2009 respectively, in addition, the sludge (moisture content 80%) delivered by Chongqing Nanan Jiguanshi and Changshou Sewage Plant were received and treated respectively. The sludge was sent to the smoke chamber at the end of the cement kiln and mixed with cement raw meal to be calcined into cement clinker. The waste heat was used to install a pure low-temperature waste heat generator set for power generation. The operation was good, with no secondary pollution, no secondary disposal of fly ash and ash.

Chongqing Lafarge Ruian Diwei Cement Co., Ltd. is located in Luohuang Building Materials Industrial Park, Luohuang Town, jiangjin district, Chongqing. Its cement kiln co-processing contaminated soil production line project is to use the 2500t/d dry kiln of Chongqing Tenghui Diwei Cement Plant to produce cement. The project construction mainly consists of two parts: relying on the existing 2500t/d new dry clinker production line, a new (1) contaminated soil storage system with a storage capacity of about 50000 tons is built, mainly including contaminated soil storage warehouse, drainage system around the warehouse, leachate collection system, etc. (2) contaminated soil kiln system, mainly including contaminated soil feeding bin, metering scale, hoist, dust collector, etc. The acceptance implementation plan of the project is reviewed by the expert group, and the completion acceptance monitoring is implemented according to the expert's opinion. Successful Experience of Collaborative Disposal in 5. China Resources Group

Guangzhou Yuebao Cement Co., Ltd. transformed a 6000t/d cement clinker production line into a daily treatment project of 600 tons (80% water cut) of urban sludge. Since August 21, 2009 put into operation, a total of more than 26 tons of sewage sludge disposal in Guangzhou city. The system is reliable, easy to operate, and has strong adaptability to sludge. Operating according to the design treatment capacity of 600t/d, the project can save 13600 tons of standard coal, reduce CO2 emissions by 34000 tons, avoid sludge landfill and reduce methane emissions by 5000 tons, which is equivalent to reducing CO2 emissions by 105000 tons per year.

The successful experience of these advanced enterprises tells us that the sources of solid waste faced by the collaborative disposal of cement kilns in our country are very complex, which is quite different from those in foreign countries. Professor Wang Lan introduced that taking domestic waste as an example, its composition and calorific value are quite different from those in developed countries. The calorific value of Shanghai municipal waste is only 1/2 of that of Germany and 2/3 of that of Japan. According to this, China has developed RDF technology, domestic waste CKK technology, sludge disposal technology, hazardous waste disposal technology and so on. Each type of technology presents different technical forms due to the disposal object, physical and chemical characteristics, disposal scale, etc.: ① For the central cities with relatively high calorific value of domestic waste and simple classification management, such as Beijing, Shanghai, Guangzhou, Chongqing and other places, choose the old factory with a scale of 3000t/d or above to transform, or build a new production line with the main purpose of collaborative disposal of domestic waste or sludge; ② For the area where the cement plant is scattered from the city, the solid waste pretreatment plant is mainly constructed, and the pretreated materials are transported to the cement plant for incineration.

Document No. 41 of 2013 of the State Council mentioned that in order to further eliminate backward production capacity, "support the use of existing cement kilns for harmless and coordinated disposal of municipal solid waste and industrial waste, further improve the cost settlement mechanism, and the proportion of coordinated disposal production lines shall not be less than 10%", "strengthen the constraints on the emission of major pollutants such as nitrogen oxides and the single consumption index of energy and resources, and eliminate production lines that fail to meet the rectification standards in accordance with the standards", "revise and improve preferential fiscal and tax policies, support the production of high-grade cement, high-performance concrete, and the use of cement kilns to dispose of urban garbage, sludge and industrial waste." therefore, he suggested that cement plants around first-tier and second-tier cities should comply with the national trend, start the cement kiln collaborative disposal business as soon as possible, strategically adjust the development direction of enterprises, and actively carry out the cement kiln collaborative disposal business.
