At the same time, all localities are required to conscientiously implement the relevant provisions of the "Implementation Plan for the Work Assessment of Eliminating Backward Production Capacity" (Ministry of Industry and Information Technology [2011] No. 46), decompose the target tasks into annual plans as soon as possible, implement them to specific enterprises, and take comprehensive measures to strengthen supervision and assessment, To ensure that backward equipment (production lines) is completely dismantled and cannot be transferred to the central and western regions and neighboring countries, fully complete the "Twelfth Five-Year Plan" period to eliminate backward production capacity work objectives and tasks.

The specific objectives and tasks are: eliminating 48 million tons of backward ironmaking capacity, 48 million tons of steelmaking, 42 million tons of coke, 3.8 million tons of calcium carbide, 7.4 million tons of ferroalloy, 900000 tons of electrolytic aluminum, 800000 tons of copper smelting, 1.3 million tons of lead (including recycled lead) smelting, 650000 tons of zinc (including recycled zinc) smelting, 0.37 billion tons of cement (including clinker and mill), 15 million tons of flat glass 90 million weight box, 1 million tons of alcohol, 182000 tons of monosodium glutamate, 47500 tons of citric acid, tannery 11 million sheet, 5.58 billion meters of printing and dyeing, 590000 tons of chemical fiber and 7.46 million kv ampere hour of lead storage battery.

Compared with the goals and tasks of the 12 key industrial industries determined in the comprehensive work plan for energy conservation and emission reduction during the "Eleventh Five-Year Plan" period, the elimination of backward production capacity during the "Twelfth Five-Year Plan" period has increased copper smelting, lead (including recycled lead) smelting, zinc (including recycled zinc) Smelting, tanning, printing and dyeing, chemical fiber, lead storage battery and other 7 industries, the task of eliminating backward production capacity in six industries, including electrolytic aluminum, ferroalloy, calcium carbide, cement, flat glass and paper, has increased by 38.5, 85, 90, 48, 200 and 130, respectively.
