On August 4, the reporter learned from the "8.3" earthquake relief news center in Ludian County, Zhaotong City, that due to serious damage to infrastructure such as transportation, water conservancy, power and communications, huge economic losses have been caused, and there is no specific statistical data yet.

It is worth noting that Zhaotong is rich in hydropower resources. Small hydropower stations in Ludian County, Qiaojia County, Huize County and other places that were severely affected this time are densely distributed, and the hydropower industry has almost become a local pillar industry. Reporters learned that the current disaster area of small hydropower stations have been shut down for inspection.

In addition, as China's important lead concentrate production area and the largest coal mine production area in Yunnan, the earthquake affected Zhaotong, Qujing and other related mines were also affected to varying degrees. The reporter learned from relevant government departments and mining enterprises that at present, most of Zhaotong nonferrous metals and coal mines stop production and evacuate personnel according to the emergency process.

Shutdown inspection of small hydropower station

Yesterday, the reporter learned from the "8.3" earthquake relief news center in Ludian County, Zhaotong City that due to serious damage to transportation, water conservancy, power, and communications infrastructure, huge economic losses have been caused, among which the power loss is worthy of attention. It is understood that as an energy base in Yunnan Province, Zhaotong focuses on hydropower development. Affected by the earthquake, some hydropower stations in the hardest-hit areas have been suspended for maintenance.

The collapse of the mountain at the dam of Hongshiyan Power Station in Lijiashan Village, Huodehong Town, Niulanjiang, formed a barrier lake." Reporters learned from the "8.3" earthquake relief news center in ludian county, Zhaotong city that the earthquake caused 2 damage to 35KV lines, 10 damage to 10KV lines, 217 damage to 400V lines, 209 damage to distribution transformers, and damage to facilities such as factory buildings, water transmission canals and overflow canals of 4 power stations.

It is worth noting that Zhaotong City proposed "hydropower development, coal-electricity integration and large-scale power grid construction" in 2005, and hydropower construction has become the top priority of energy base construction. Public data show that the theoretical reserve of hydropower resources in Zhaotong is 20.804 million kilowatts, with a developable installed capacity of about 18 million kilowatts, ranking first in Yunnan Province. Three of the four giant hydropower stations in the lower reaches of the Jinsha River are in Zhaotong. In 2013, the third largest hydropower station in the country and the right bank units of Xiangjiaba Hydropower Station were all put into operation for power generation; the first batch of units of the world's third largest hydropower station and Xiluodu Hydropower Station were put into operation for power generation.

At the same time, Zhaotong City made full use of large and small rivers in the territory to develop small and medium-sized hydropower stations. Public information shows that during the "Eleventh Five-Year Plan" period, the development of small and medium-sized hydropower stations in Zhaotong developed rapidly, and 236 small and medium-sized hydropower stations were built. The installed capacity increased by an average of more than 100000 kilowatts per year. It reached 1.31159 million kilowatts at the end of 2010, an increase of 470 percent from 230000 kilowatts in 2000. The 2005 350000 kilowatts increased by 275 percent. In 2013, a number of small and medium-sized hydropower stations, such as huangjueshu and big fish hole, were completed and put into operation, and 200000 kilowatts of small and medium-sized hydropower were installed.

On the Niulan River, the boundary river of Ludian County and Qiaojia County in Zhaotong City, the hardest hit area, small and medium-sized hydropower stations have long been densely distributed. According to the statistics of Qiaojia County Development and Reform Commission in 2011, 26 power stations with an installed capacity of more than 50 kW have been built.

Yesterday, Zhou Xiaomin, general manager of Qiaojia County Wenjiahe Hydropower Development Co., Ltd., told reporters that Wenjiahe Hydropower Station had been shut down for inspection due to the earthquake. The installed capacity of the hydropower station is 11400 kW, and the scale is larger in Qiaojia Hydropower Station.

"It didn't cause too much damage, but it must be stopped for inspection." Zhou Xiaomin said, "If this kind of problem occurs, we should stop." As for when the power station will resume production, Zhou Xiaomin said, "it will be determined according to the inspection." In addition, he also told reporters that the earthquake-proof plan was taken into account during the construction of the power station, such as the selection of steel.

A staff member of the Qiaojia County Government Office also told reporters, "Some hydropower stations have begun maintenance and have not generated electricity." In addition, the area of the hydropower station under construction and the Xiangbinling Hydropower Station in Huize County, Qujing City, one of the hardest-hit areas, was also strongly felt. The reporter learned that after the earthquake, Xiangbiling Hydropower Station has launched an emergency plan for disaster prevention and shock absorption, immediately stopped on-site construction operations, and started hidden danger investigation.

It is worth noting that the earthquake has not yet affected the giant power station. Yesterday, the Three Gorges Group said in an interview with the media that at present, the Xiluodu Hydropower Station, the largest hydropower station on the Jinsha River, which is close to the Ludian earthquake in Yunnan, is operating normally, and the dam has not been affected in any way. The Three Gorges Group is closely monitoring the next developments. The emergency plan has also been launched.

Part of Pb-Zn ore was damaged and stopped production.

Although the industrial disaster situation in Zhaotong and its surrounding areas has not been announced yet, judging from the impact of many earthquakes in the southwest region, the mining industry is often the "hardest hit area" for economic losses ". Yunnan Province is an important lead concentrate producing area in China, lead concentrate and smelting enterprises are mainly distributed in Honghe Prefecture, Qujing City and other places, the earthquake occurred in Zhaotong Ludian County, the distance of Honghe Prefecture relatively little impact, and Qujing Huize County and Zhaotong Ludian lead and zinc mining is more affected.

According to the public data of Zhaotong City, there are many kinds of mineral resources with high grade. As of 2010, there are 33 kinds of known mineral resources and 22 kinds of proven reserves. Coal and sulfur reserves rank first in the province, of which coal reserves are 16.582 billion tons, proven reserves are 10.227 billion tons, and lignite reserves in Zhaotong Basin reach 8.198 billion tons, making it the second largest lignite field in southern China. Lead-zinc ore has proven reserves of 1.6692 million tons. Pyrite is one of the five largest mining areas in the country. Non-ferrous metals is one of the three major bases in Yunnan.

The reporter learned from the Zhaotong City Work Safety Supervision Administration that in accordance with the emergency plan initiated by Zhaotong City, all non-coal mines supervised by the bureau stopped production and evacuated as soon as possible. Due to the communication traffic light problem, the specific situation of the mine disaster has not been counted, but the bureau has sent an inspection team to comprehensively investigate the potential safety hazards.

It is worth noting that Chihong Zinc Germanium is located in Qujing City, Yunnan Province, its wholly-owned subsidiary Yiliang Chihong Mining Co., Ltd. is located in Zhaotong City, and its lead-zinc mining area is located in Huize County, Yiliang County and other places. The direct economic loss caused by the Zhaotong Yiliang earthquake in 2012 was about 45.3 million yuan.

Zhao Ming, secretary of the board of directors of Chihong Zinc and Germanium, told reporters that at present, the earthquake has not affected the company's production. But not all lead-zinc mining companies are so lucky. An insider of a lead-zinc mining company in Ludian County told reporters that most of the county's mining areas have stopped production, and the earthquake has caused certain losses to the company's mines.

The coal mines in the areas of Wan-Wan Zhaotong and Qujing were a little lucky. At the beginning of this year, as the main coal mine producing areas in Yunnan Province, Qujing and Zhaotong areas had three major mine accidents in a month, which accelerated the pace of coal mine merger and reorganization in Yunnan. At the end of April, the Yunnan Provincial Government issued the "Opinions on Promoting the Transformation and Upgrading of the Coal Industry to Achieve Scientific Development and Safe Development", proposing to accelerate the merger and reorganization of Yunnan coal enterprises, and clearly required the rectification and closure of coal mines in two batches.

Therefore, when the earthquake struck, most of the coal mines in Qujing and Zhaotong were still in a state of shutdown. The staff of the Zhaotong Supervision Branch of the Yunnan Coal Mine Safety Supervision Bureau told reporters that the city's coal mines of less than 90000 tons have already stopped production. The three or four pairs of coal mines that were previously in production have now stopped production and have been evacuated.

Nevertheless, the earthquake will still cast a shadow on the already weak economic growth in Zhaotong and other places. Official statistics show that Zhaotong City achieved a total industrial added value of 24.199 billion billion yuan in 2013, contributing 60.6 percent to economic growth. Among the seven pillar industries in Zhaotong City, non-ferrous metal mining and coal mining and washing account for a large proportion.
